Luffy has always been lowkey smart, he's just very impulsive and loses brain cells when people srsly piss him off. In general, he just seems stupid because he doesn't always take things srsly unless he absolutely needs to so he kinda gets a bad rap for being seemingly ignorant when he's not, he just doesn't do anything unless it finds it necessary to do himself.
